Announcements and records
What gets announced, and what the official records show.
Many announcements from the Municipality of Atri (road closures, school suspensions, openings, new services)
are published on the mayor's Facebook profile. It is a fast channel, but it doesn't reach everyone:
people without Facebook, people who don't use it and many older residents may not find out in time.
Public information should reach every citizen in the same way.
This section is here to fill that gap. We report the announcements in plain language, with the date and a link
to the original, next to the official records we find in our
register, so you can see whether what was
announced is also in the Municipality's documents. We don't republish the posts, we summarise them. When we
can't find a record, we say it does not appear in the documents we consulted, not that it doesn't exist.
It is a free service, independent of the Municipality, supported by people from Atri and made for Atri.
If you missed an announcement or spot a mistake, write to us at

Rebalancing plan: the Court of Auditors endorses it with requirements, the Municipality announces the approval
The announcement. In the post the mayor writes that he wants to share with residents and
with the Municipality's staff the notice just received from the Court of Auditors approving the financial
rebalancing plan proposed by the administration, and calls it "an important step forward towards the
financial recovery of the Authority". He announces further communications. The image is a photo of the
"Corte dei conti" nameplate, not a document. At 6:22 pm the mayor shared the CertaStampa video interview on
his page, with no further text.
The video interview. According to the CertaStampa article (15 October 2026),
the mayor says the regional control section gave an overall positive opinion, that the Court ordered constant
monitoring, that the measures have been in force for two years and that, in his words, no new taxes were
introduced, apart from the increase in paid parking. On responsibility he says the Authority has been using
a treasury advance since 2001. These are his statements.
In the records.
- The decision. Decision no. 131/2026/PRSP of the Court of Auditors' regional control
section for Abruzzo, deliberated on 14 October 2026 and filed on 15 October. The operative part
endorses ("omologa") the plan, approved by the Council with resolution no. 134 of 31/07/2025, "with
requirements". The Municipality's registry stamp shows it arrived on 15 October at 12:55 (no. 0023670),
before the 1:11 pm post. The post speaks of "approval" and does not mention the requirements.
- The assessment (pp. 39-40). The section gives an overall positive opinion and writes that
full, timely and complete implementation of the measures appears, "in a forward-looking view", suitable
to support the recovery path; implementation will be monitored by the section. It does not say in general
that the measures "are working": it assesses measure by measure. For paid parking and the electronic gate it
speaks of a result above expectations (p. 20); for cultural services, of a positive trend (p. 25). It also
notes targets not met or delayed: savings on utilities to be borne by associations (p. 29), the
concession of sports facilities (one tender out of three awarded, p. 30), sponsorships (no result, p. 25),
and coercive collection slowed by the tax amnesty scheme (p. 24).
- The requirements (pp. 41-42). Ensure organisational efficiency, keep a substantial cash
balance, monitor evasion recovery and prompt collection, containment of current spending, coverage of
fee-based services, compliance with rules on the use of surplus, and the correct composition of the
result of administration. Within 30 days of receipt the Municipality must send a report on internal
control of the measures' efficiency.
- Oversight. Six-monthly, based on the auditors' reports (due by 15 January and 15 July).
The decision recalls that delays or weaker measures lead to a "spending freeze" (art. 148-bis TUEL), and
that serious and repeated failure to meet interim targets leads to a declaration of insolvency, with the
Prefect giving the Council no more than twenty days (art. 243-quater para. 7 TUEL; art. 6 para. 2
Legislative Decree 149/2011) (p. 39).
- "No taxes". The auditors' opinion, recalled in the decision (p. 37), welcomes the
approval of "tax increases" without saying which; we have not yet checked the 2025-2026 rates. The plan
also includes fee adjustments (parking, nursery) and the suppression of local public transport from 8 June 2025.
- "Treasury advance since 2001". It does not appear in the decision, which speaks of
structural use of the treasury advance and chronic cash difficulty (p. 8): 1,612,659.46 euro not repaid in
2024 and 1,987,076.86 euro in 2025.
- Parking and gate, figures from the decision (pp. 19-20, as reported by the Authority). Parking:
83,740.45 euro collected in 2025 and 125,675.78 euro by 31 August 2026, with an estimate of about 200,000 euro
by year end (plan: at least 150,000 euro net). Electronic gate, active since 9 August 2025: 205,139.50 euro in
2025 and 345,985.82 euro by 31 August 2026 (plan: 50,000 euro a year). The section recalls the earmarking
constraint on these revenues.
- The Report to Parliament. The decision does not cite it. In the Report (pp. 375-377) the
plan was judged particularly optimistic; the section instead writes that the plan reports measures tied to
reliable data "as things stand", to be monitored (p. 39). They are different documents and we do not
explain the difference.
If the Municipality, the auditors or others wish to reply, we publish their reply in full. Dossier on the rebalancing plan: figures, instalments and questions to the Municipality (to be updated with this decision).
Schools: after the mayor's invitation, the opposition moves the debate to the city council
The Prospettiva Atri post. On 25 September, a few hours after the mayor invited the opposition
to a political debate on Super J (see the item below), the opposition group
"Prospettiva Atri"
(which brings together PD Atri, Azione Atri, Movimento 5 Stelle and Officina Atriana) replied with a graphic
post: for the group, the real debate takes place in the city council, not elsewhere. In the comments on that
post, the journalist Marianna De Troia, who hosts "Tribuna Politica" on Super J, spoke up in her own defence:
she writes that over the years she has hosted majority and opposition figures of every political colour from
across the province, and that no one had ever questioned the independence of her questions.
The mayor's reply. On 27 September the mayor published a new response: he writes that he will
take part in the debate in the city council as requested, defends the journalist De Troia by attaching a
screenshot of her comment, and writes that the opposition group had made that comment less visible. This is
his claim: from the screenshots we have we cannot verify it, since the order of comments on Facebook can
change without anyone acting on it. Here too there is no record or minutes in the register to compare it
with: it is a political exchange, not an announcement about a service or a public project. If the opposition
group wishes to reply on the substance, we will publish their reply in full.
Schools: the mayor renews the invitation to a public debate with the opposition
The post. The mayor replies to statements and criticism from the opposition about schools.
He writes that the journalist Marianna De Troia invited him and the opposition to a political debate
on the programme Super J, that he accepted and that, in his words, the opposition group leader and other
members chose not to take part. The "public debate" he refers to is therefore this programme, not a
city council session. He renews the invitation to discuss "facts, responsibilities and solutions"
in public and says he remains available.
In the records. This post does not announce a record, a work or a service: it is a statement
about an invitation to a journalist-hosted debate (not a city council session), so there is no record or minutes in the register to compare it with. We cannot verify the invitation
or who accepted from the documents, and we do not know the opposition's side: if they wish to reply, we will
publish it in full. For the records on the new middle school see the 12 September item, below.
New bus and car park on the site of the former Mambelli middle school
The announcement. The new car park for buses and cars on the former Mambelli middle school
site opens on Saturday 26 September at 11:00. According to the announcement, bus stops for secondary schools
move there from in front of the Carabinieri station and the Liceo, freeing the space now used by buses near
the hospital. 20 free parking spaces all year round, plus another 60 in summer when buses are not using the area.
In the records. The documents we consulted do not yet include a record naming a car park on
the former Mambelli middle school site, nor an order creating the 20 + 60 free spaces.
The Municipality has a project for
"reorganising parking areas and turning
them into intermodal interchange zones" worth €565,000.00, of which €131,903.40 comes from the Abruzzo Region;
but the records don't say where it is and state that works were completed on 30/12/2025, while the announcement
describes works finishing now. So we don't link it to this car park without confirmation.
To ask the Municipality: the record approving the project, its cost and the parking order.
Via Fonte Canale closed for slope stabilisation works
The announcement. From Tuesday 22 September, works begin to stabilise the slope and to channel
rainwater and runoff from the historic Fontana Canale. Via Fonte Canale is closed to cars in both directions between
the junction with via Papa Giovanni XXIII and the Crocifisso; residents may pass. Estimated duration about 40 days;
afterwards, if works are not finished, alternating one-way traffic may be introduced.
In the records.
- Order no. 2026/0001524 of 21/09/2026: no through traffic from
22 September in both directions, residents allowed. The order says "until the end of the works" and does not
state the 40 days mentioned in the announcement.
- Decision no. 2026/0001473: describes the works (a pile-supported
retaining wall and drainage of the Canale fountain) and amends the contract for safety coordination.
Giro d'Abruzzo on 18 September: roads closed and schools suspended
The announcement. On Friday 18 September stage 4 of the Giro d'Abruzzo cycling race passes through:
the S.S. 553 is closed from the Silvi boundary to the Notaresco boundary, roughly from 10:15 to 12:00. Lessons are
suspended in all schools in Atri town and Fontanelle, except the nursery in via D'Annunzio. The announcement says
"a mayoral order will follow".
In the records.
- Mayoral order no. 2026/0001481 of 14/09/2026: lessons suspended as
announced. This is the promised order, issued the same day.
- Order no. 2026/0001454: the Municipal Civil Protection Operations
Centre was activated for the day at the Prefecture's request; the text states there is no emergency.
Order no. 2026/0001518: the Centre was then closed.
- The records don't state a cost for the staff and vehicles involved.
The new Mambelli Barnabei middle school opens
The announcement. Opening of the new middle school on Saturday 12 September at 12:00, in viale
Umberto I, described as "a modern, safe and eco-sustainable building".
